The governing control membrane above the organism. It defines consent, review, override, and accountability before intelligence becomes action.
Genome Layer
The organism’s constitutional encoding: identity, mission, permissions, policy boundaries, and values translated into machine-readable constraints.
Brain Layer
The executive cognition layer that interprets intent, decomposes goals, compares options, reasons under uncertainty, and coordinates specialized capabilities.
Memory Layer
